The Office of General Counsel (OGC) serves as the primary source of legal advice and counsel to all levels of management on complex legal issues that affect LANL.

OGC provides legal counsel in business law (including risk management); intellectual property; litigation management; employment and labor law; and environmental, safety and health.

Areas of Expertise:

Employment Law
The Employment Law & Litigation Practice Group provides legal counsel to Laboratory management on Laboratory employment policies and practices, including discrimination and retaliation claims, Americans with Disabilities Act, Family and Medical Leave Act, labor law issues, administrative manual policies, employee complaints and grievances, and arbitration proceedings. The group also represents the Laboratory and/or supervises outside counsel in litigation and arbitration proceedings involving the Laboratory and its employees; and oversees litigation involving major subcontractors.
Business Law
The Business Law Practice Group provides legal counsel on the prime contract between DOE and Los Alamos National Security LLC, allowable costs and appropriated funds, supply and services subcontracts, government property, construction, international transactions, export and import matters, foreign visits and assignments, transportation, cyber law, and national security matters.
Intellectual Property
The Intellectual Property Practice Group provides advice and support on intellectual property issues including patents, invention disclosures, patent application preparation and intellectual property clauses in the prime contract. They also provide guidance in the areas of Laboratory procurements, copyright issues, and technology transfer agreements such as CRADA's work-for-others, and licenses.
Litigation Management
The Litigation Management Practice Group provides legal counsel to Laboratory management on issues arising from business disputes, whistle-blower retaliation claims, EEO Commission charges, and information practices. The group represents the Laboratory and/or supervises outside counsel in proceedings before the EEOC, the DOE Board of Contract Appeals, and DOE and Department of Labor whistle-blower retaliation proceedings. The group also manages the Laboratory's business relationship with outside law firms.
Environment Safety and Health
The Environmental Safety and Health Practice Group provides legal counsel to management and laboratory organizations regarding compliance with federal and state ESH requirements, primarily in the following areas: air emissions, water discharges, management of hazardous and radioactive wastes, cleanup of legacy wastes, nuclear safety (Price-Anderson Act) issues, worker safety, the National Environmental Policy Act (NEPA) and historic and cultural preservation. The practice group works with Laboratory organizations in their interactions with federal and state regulators and with DOE, and represents the Laboratory in legal proceedings regarding ESH matters.
