Senior Management Procurement Council

The Senior Management Procurement Council (SMPC) was established to provide corporate leadership and best management practices in the execution of Laboratory acquisition of goods, services, construction, and equipment. The SMPC has a formal charter and cross-cutting representation. Standing members were chosen based on procurement usage data, and each Associate Director appointed one rotating member from within their directorate based on their respective needs and programmatic requirements. The focus area of the SMPC is institutional acquisition objectives including advance acquisition planning, socioeconomic programs, safety and QC-1.

Charter

This Charter establishes a Senior Management Procurement Council (SMPC) consisting of senior line managers at the Division or Program Level and above whose responsibility includes resource management in connection with significant (by complexity or price) procurement activity in support of mission or program accomplishment. This Council is established to provide corporate leadership and best management practices in the execution of Laboratory acquisition of goods, services, construction, and equipment.
Responsibilities

The SMPC will:

  • Perform advance acquisition planning for the Laboratory by identifying significant procurements under each respective Directorate’s purview.
  • Serve as competition advocates for the Laboratory in connection with significant procurements.
  • Support the Laboratory’s implementation of institutional subcontracting objectives including safety and QC-1.
  • Review and recommend to the Laboratory Director a current Make-Buy Program.
  • Review the Laboratory’s annual socioeconomic objectives and promote compliance with NNSA requirements in furtherance of small business, small and disadvantaged business, and minority- and women-owned business, as well as Hubzone and prime contract requirements related to Northern New Mexico economic development.
  • As appropriate, recommend to the Laboratory Director and the SET institutional initiatives to improve the procurement process.
  • In the course of execution of procurements and the Laboratory advance acquisition plan, establish institutional priorities and serve as the focal point for institutional dialogue regarding procurement matters critical to accomplishment of mission and program requirements.
  • Prepare, for distribution to the Laboratory Director and the SET, an annual summary report of major SMPC activities.

Membership

The SMPC Chair will be the Associate Laboratory Director for Administration. The SMPC will include the following “Standing Members”:

  • SUP Division Leader
  • Controller, CFO Division
  • ESA Division Leader
  • ISR Division Leader
  • NMT Division Leader
  • RRES Division Leader
  • PM Division Leader
  • FWO Division Leader
  • PIO Leader

The SMPC will include the following “Rotating Members”:

  • ADWP, one senior manager, preferably DX Division
  • ADOPS, one senior manager, in addition to RRES, PM and FWO Divisions
  • ADTR, one senior manager, in addition to ISR Division
  • ADSR, one senior manager

The SMPC will include the following “Advisory Members”:

  • Laboratory Counsel or his designee ∑ Laboratory Procurement Manager
  • CER Division Leader ∑ PS Division Leader
  • Small Business Office Director
  • IFC Office Leader

Membership Guidelines

The Chair will set the Agenda and distribute a week in advance.

  • The SMPC will have standing meetings on the second Thursday of every month and special meetings as deemed appropriate by the Chair.
  • Members must attend all meetings or send a representative (Deputy Division Leader or Group Leader level) that can act on behalf of the principal member.
  • The Chair, Standing Members, and Rotating Members will be voting members. Voting will occur at the discretion of the Chair at such meetings where a quorum is established.
  • The SUP Division Leader will serve as Executive Secretary of the SMPC and will distribute minutes of each meeting to all SMPC Members, the Laboratory Director, and the SET.
  • The Chair will formulate membership tenures for Rotating Members for a period of not less than one year and not more than three years in a manner that promotes continuity of SMPC business.
