Business Advisory Council

The Business Advisory Council (BAC) is a follow up action to the Small Business Advisory Task Force and Vendor Town Hall. The BAC will advise the Laboratory on the effectiveness of its business practices as they impact business stakeholders and specific targeted business operational areas. The also will assist with economic development, strengthening regional business enterprises, and working together to strengthen relationships between LANL and its suppliers. BAC members were chosen based on providing representation for different LANL procurement areas (construction, commodities, technical, etc.) and to be representative of the New Mexico business community.

Charter

This Charter establishes a Los Alamos National Laboratory Business Advisory Council (BAC) that will advise the Laboratory on the effectiveness of its business practices as they impact business stakeholders and specific targeted business operational areas. This will include assisting with economic development, strengthening regional business enterprises, and working together to strengthen relationships between LANL and its suppliers. The BAC will report to the Associate Director for Administration who will select the Chair and the membership of the BAC.

Responsibilities

The BAC will:

  • Serve as a focal point for community/supplier dialogue regarding matters critical to the success of the New Mexico business community and accomplishment of the Laboratory’s mission and program requirements.
  • Strengthen LANL and New Mexico business relationships.
  • Build a strong business advocacy for LANL procurements.
  • Support a strong New Mexico small business base that is capable of meeting the Laboratory’s complex mission and programmatic requirements.
  • Assist in the economic development of Northern New Mexico.
  • Co-host periodic town hall meetings.
  • Prepare, for distribution to the Laboratory Associate Director for Administration, a quarterly report of major BAC activities.

Membership

Membership will consist of representatives of Laboratory stakeholders. Members will be selected by the Laboratory, and new members will be considered on an ongoing basis. UC, DOE/NNSA, and other oversight governmental representatives will be ex-officio members of the BAC. The Laboratory Procurement Manager, Small Business Manager, and Community Relations Officer are responsible for facilitation and support of the BAC.

Membership Guidelines

  • The Chair will set the Agenda and distribute a week in advance of meetings.
  • The BAC will have a standing meeting once every two months and special meetings as deemed necessary by the Chair
  • Voting will occur at the discretion of the Chair at such meetings where a quorum is established.
  • The BAC Chair will distribute minutes of each meeting to all BAC Members and the Associate Director for Administration.
  • The Chair will formulate membership tenures for a period of not less than one year and not more than three years in a manner that promotes continuity of the BAC business.
